Just WHY is there a staple in my steering column upper bearing rubber insulator?
A mini article by Barry Washington

For some reason, I have had several emails asking about this topic over the last year or so. I have a 1970 B-body steering column apart right now, so it is a great time for a write up!

Shown here is a steering column upper bearing & rubber insulator with the staple in question from a 1970 steering column:

This staple provides a ground path for the horn through the steering column assembly. It is used along with a short ground wire going from the column to dash mount & then on to one of the mounting studs.

It was first used during the 1967 model year according to the TSB pages shown here:

TS No. D67-19-4 (Steering Column Horn Ground Clip Pg 1)

TS No. D67-19-4 (Steering Column Horn Ground Clip Pg 2)

So if anyone ever asks you about it, you can now copy & paste a link to this short story for them.
